Energy Smart Colorado partners now facilitate the CARE Program (Colorado Affordable Residential Energy) to assist income-qualified residents in improving the comfort, safety and efficiency of their home.
This program provides the following, free of charge, for qualifying residents:
- A home energy assessment or walk-through to identify energy improvements for your home.
- Energy upgrades, depending on your home’s priorities, to help you take control over your utility bills, improve the comfort and safety of your home, and save money each month.
STEP 1: SEE IF YOU QUALIFY
- You must have any of the following utility providers: Xcel Energy, Holy Cross Energy, Yampa Valley Electric Association, Atmos Energy, Black Hills Energy Natural Gas, or Colorado Natural Gas.
- Your adjusted gross income, or your annual household income before taxes, must be equal to, or less than 80% of the area median income. Please note: household income is the total of all income earned from all adults in the home, related or un-related, including roommates. The maximum income levels are below.
Income Qualification Chart: If your household gross income, before taxes, is less than these income limits in your county, you could qualify.
Owners & Renters Are Eligible
Programs are available to both renters or homeowners in single family homes, mobile homes, apartments, condos, townhomes, or duplexes. Renters who receive the utility bills for the residence are eligible but must first receive signed permission from their landlord.

In partnership with local agencies and the United States Department of Energy (DOE), the Colorado Energy Office (CEO) offers a free Weatherization Program to Colorado’s low-income residents, giving them the opportunity to access cost-effective energy efficiency services. Find out more here.
In addition, LEAP is a federally funded program that helps pay a portion of winter home heating costs for eligible Colorado families, seniors and individuals. Applications are open from November 1 through April 30. Find out more here.
